Description
The Business Outreach Committee seeks to address the issues and concerns of property and business owners along Pico Boulevard between La Brea and Beverwil Boulevards. This Committee meets regularly and includes residents and members of the business community.

Present Projects
1. Local Organization & Representation
Efforts are underway to create a local Business Improvement District (BID). Meetings have been held to discuss exactly what a BID is and how they have been successful in other business districts.

2. Streetscape & Facade Improvements
Along with Pico Revitalization's Design Committee, the Business Outreach volunteers have been working with local business/property owners and city agencies to broker funding for improvement along storefront facades, sidewalks and public space along Pico Boulevard.

  • PRP has been working with the Community Redevelopment Agency (CRA) in their selection of a architect and priority list of facade improvement and sign replacement projects.
  • PRP has been working with the City of Los Angeles' Targeted Neighborhood Initiative (TNI), which has designated Pico Boulevard between La Brea and Sierra Bonita as one area that it eligible for funds under this program.
  • PRP thanks Council District 10 and the Department of Public Works for their contribution in hanging banners along Pico Boulevard. For a large view of the banners, click here.



PRP also encourages local business owners to participate in the recently formed Pico Neighborhood Council. Neighborhood Councils have been designated by the Mayor's Office as liaison's between City Council and local neighborhood groups.

BID UPDATE: On April 8, the motion for the funding of the feasibility study for the Property Business Improvement District was referred to the Economic Development & Employment (EDE) Cmte. They will beet April 21. Then it must go back to Council for approval. We are probably looking at early May before we will be able to release the Request for Proposals.

In our April 8 meeting we learned from Patrice Lattimore that the Request For Proposals will specify what we are looking for in a consultant. When the proposals come in they will be reviewed by the Consultant Selection Committee. So, before the Request for Proposals go out, we need to form our Consultant Selection Committee (which should consist of 3-5 members of the Steering Committee). The Committee needs to discuss what we want in a consultant and create a rating system to use as each member reviews the proposals that are generated.

Gerald Kitano and Joe Tawill have already voluteered for the Consultant Selection Committee. Mr. Kitano has experience on such a committee and also experience in writing consultant contracts. Mr. Tawill has a great deal of project coordination experience. We do need more volunteers for this committee, which will be active for probably 3 - 4 months.

The selection of an excellent consultant is crucial to the success of this project. The money available to hire the consultant ($40,000) is not a large amount and we will have to be creative in our Request for Proposals to woo the best consultants to submit a proposal. We can do that by pledging to do a certain amount of the footwork or by raising money to supplement the money from our city councils. Think about how we can sweeten the pot, what we have to offer the consultant. Bring your thoughts to the May 6 meeting.

We also could use more volunteers for the steering committee. Thus far we have 8 committed members.

The steering committee will meet again on May 6 at the Del Mar Theater (5036 Pico Blvd) at 7:30 pm. I urge all of you to attend. At this point we have not limited the number of members of the steering committee. In fact the more the merrier. During this phase of the project we are establishing the basic "personality" of the BID and your input will help shape the final district. Do not miss your chance during this formation phase. You do have influence.

Before the meeting think about what you want from a Business Improvement District. List items in order of their urgency or importance to you.

COUNCIL DISTRICT 10 & COUNCIL DISTRICT 5 PLEDGE FINANCIAL SUPPORT TO
ESTABLISH OUR BUSINESS IMPROVEMENT DISTRICT!

Location: The Nile River Café and Lounge

CD 5 and CD 10 have just informed us that they have joined together in support of our efforts to create and Business Improvement District. They have pledged to contract a professional consultant to prepare a feasibility study for the establishment of a Property Business Improvement District on Pico from La Brea to Crescent Heights.

This is what we have been working for! Come to the meeting Tuesday night to hear the details from:

With this kind of support, this process will now move much more rapidly. It is extremely important that you all attend this meeting. Please also talk to your neighbors. If you are a usiness owner, contact your landlord and invite them. If you are a property owner, contact your business tenants to invite them.

SUMMARY OF PICO REVITALIZATION PROJECT
BUSINESS OUTREACH COMMITTEE MEETING
NOVEMBER 12, 2002

25 people, including Patrice Lattimore from the Office of the City Clerk, Deron Williams, from Council District 10 and 5 members of the PRP Steering Committee (Leanne Jewett, Roxanne Brown, Alma Stent, Consuelo Gomez and David Dalhke) attended the meeting of the Pico Revitalization Business Outreach Committee of November 12.

Roxanne Brown updated the group on the status of Pico Revitalization’s efforts to find funding to extend the street improvements from Sierra Bonita West to Fairfax. We are currently working with Council District 10 and Department of Street Services, Department of Transportation and Metropolitan Transit Authority to prepare a request for additional funding under the “Call for Projects”. A petition requesting the funding was signed by meeting attendees.

Agenda Item 1: What Does Pico Boulevard Need?

The first agenda item was an open discussion of what Pico Boulevard needs between La Brea and Fairfax to foster a strong, healthy business environment. The following needs were expressed:

• Trashcans
• Increased security
• Repair of sidewalks and curbs
• Street cleaning
• Sidewalk cleaning—steam cleaned
• Additional security—especially a bicycle patrol of LAPD officers. This item was brought up a number of times.
• Graffiti removal
• Ridding the area of loiterers—Many felt the loiterers especially congregated at bus stops
• Increased lighting—specifically interested in possibility of solar lighting
• Seeking out and making available small business loans

Leanne Jewett stated that these needs are the beginning of the formation of a plan for the Pico Corridor and will be addressed more fully at subsequent meetings.

Agenda Item 2: What is a PBID? Who Pays? How Much?

Patrice Lattimore of the Office of the City Clerk then presented information about the definition, funding, and creation of Business Improvement Districts and Property Business Improvement Districts. She informed the group that the first step to establishing a Business Improvement District is to approach the Council District Office with a request to fund the hiring of a consultant to form the district.

Deron Williams, deputy to Nate Holden, City Councilman for the 10th District, was present at the meeting and answered questions regarding what form the request would need to take to have a chance of being funded through the Council office. He stressed that:

1. The interested parties would need to decide if they wanted a Business Improvement District or a Property Business Improvement District.
2. There would have to be enough people on board to show that the funding would not be wasted. A Property Business Improvement District on this corridor was attempted a few years ago, was funded, and failed to pass. The council office would need to see a level of interest that would convince them that would not recur.

Deron then offered the Council office’s help in continuing our efforts. He said that the district would be willing to send a letter to all business and property owners which would include an explanation of each form of business improvement district, and also to help walk the corridor to build and/or assess interest.

This offer led to the next item on the Agenda.

Agenda Item 3: Organization

David Dahlke passed out flyers and called for Volunteers for the tree planting scheduled for Saturday November 16, 2002 at 8:00. A request was made for volunteers to help send out and/or distribute a letter and walk the area to assess interest and narrow our efforts to one form for business improvement district. Four people signed up. A request was then made for interested property and/or business owners to sit on the steering committee of Pico Revitalization. Four people (both business and property owners) volunteered. A request was made for funds for supplies, postage etc. to continue our efforts. A total of $70.00 was collected and an additional pledge of $10.00 to be mailed was received.
